Board Governance
The Employee Family Assistance Program Board of Directors exists with representation from Unions, Associations, Departments and Boards. It has full authority and responsibility over the governance, operation and evaluation of the Employee Family Assistance Program.
Membership of the Board of Directors
The Board of Directors is responsible for maintaining, directing, developing and evaluating the overall Employee and Family Assistance Program.
The Board consists of equal representatives from employee groups and management with one representative from each Union/Association. The City Manager, General Managers, the CEO of the Saskatoon Public Library and the Saskatoon Police Chief shall appoint management representatives for their respective areas.

BOARD UPDATE -June 2025
The City of Saskatoon’s Employee and Family Assistance Program (EFAP) is a trusted and valued resource for employees and their families.
To support more effective board governance, the EFAP Board of Directors is being reduced in size. Currently composed of 11 union and 11 City management representatives, the new structure will include four representatives from each group.
This decision was made by the current EFAP Board following recommendations from a 2020 external audit, which found the board’s large size made it difficult to ensure all voices were fully heard and engaged. The change aims to improve the efficiency of decision-making while maintaining equal representation from both unions and the City.
This change will not affect EFAP services or the experience of employees accessing support. The current and future boards remain committed to supporting a strong EFAP program and ensuring continued access to its services.
